RVD does not support ifdown/ifup because it requires that the multicast group information not be released by the interface when it is brought back up. In production, ifdown/ifup is rarely used for failover. This is not a defect in RVD as you can see by running mcrcv/mcsnd (which contains no RV code) and RVD. The tests should behave the same.

Note: mcrcv and mcsnd are two C programs (they do not use RV code at all) to test whether one could send and receive broadcast and/or multicast packets correctly at the raw UDP level, rather than by using RV.  The purpose of running the mcsnd and mcrcv applications is to help Tibco Support determine if the problem is solely RV or if it is caused by the OS as these applications are independent of RV.
