The Adapter creates the topic '_ADB.DUPDETECT.<Adapter Configuration Name>' and sends an internal message on it, during start up.
This topic is created w.r.t the new feature in adadb6.0
6.0.0 Duplicate Agent Detection
Duplicate adapter instances are now detected when using either default JMS or RV sessions.
Reason

The error is thrown if creaation of dynamic topics is disabled on the EMS Server in the environment at your end.
Resolution
--------------
Create a static topic with the name "_ADB.DUPDETECT.<Adapter Configuration Name>".
In particular ensure that the Adapter is allowed to create/publish/subscribe to the topics with the prefix '_ADB.DUPDETECT'.
