Resolution:
You need to install Administrator and create a domain. After the domain is created, there is a file named authorizationDomain.properties in the tibco\tra\domain\<domain name> directory. This file contains domain a user name and password. Manually copy this file to tibco\tra\5.x directory, where 5.x is the version of TRA in use. Then you can run a test in Designer.
