Resolution:
IMS TM Object Service Broker (OSB) users may run into a situation where the above messages are issued and display of users shows that many users have multiple sessions that are not active but still contribute to the user limit being exceeded.

This problem occurs if the IMS TM NCT Sign-on/Sign-off exit has not been installed.  This Exit is required to support CANCELUSER and sign-on/sign-off of IMS TM / OSB users. Its absence causes incomplete cleanup resulting in hung sessions. Please review chapter "Installing the Service gateway for IMS TM" in the "TIBCO Object Service Broker for z/OS Installing and Operating" manual for details.
      

Until the IMS TM NCT Sign-on/Sign-off exit is installed, for interim relief, users can use the ADMIN utility and display the users as DOB 'sees' them. From there they can look at  the session start time and the idle time for any of the sessions associated with a particular userid and this should provide them with a reasonably good idea if this session is hung. They can then cancel the session with the ADMIN utility operator services "PF11-OPER SERVICES" function.
