BusinessConnect EDI Protocol will not allow the resending of transactions to a private process, even though "Include Message in Log Entries" is checked in the JDBC connection.  How to obtain this functionality?

The BusinessConnect EDI protocol can not resend failed transactions to a private process unless the trading partner configuration has logging enabled in addition to having a valid store location for the transactions.
