The error message will be reported when the "jaci clear" command is run in admin console without enabling JACI in EMS server. JACI must be enabled first before running jaci commands in tibemsadmin.
Please review EMS User's Guide -> Chapter 9 Extensible Security -> Extensible Authentication for how to set up JAAS.
