I have a WSDL and want to import it to Designer and add SOAP headers in the Service palette.

First you need to define a WSDL message for the SOAP header. Then, in the Service agent palette, click on Endpoint Binding -> SOAP Details -> Advanced -> Input Headers tab. Click the Add button ("+"). Click the Message Name field and select the WSDL message you just created. Select the Part Name and click OK.
Repeat the steps if you want to add output SOAP Headers.
A demo project is attached.
