The SNMP Adapter 4.6.0 Installer will detect whether your LANG is US or not. If not, it will use Japanese characters for the Installer.
Resolution:

For Windows: Open “Control Panel -> Regional and Language Options”, change the “Standards and Formats” to be “English (United States)”.
For Unix: use command “export LANG=en_US.UTF-8” to set the LANG before running the Installer.
