An Oracle error of 1017 was given on start up after the icdbown database user password was updated in the database.

ORA 1017 thrown.
Cause:
=====
TIBCO InConcert allows a maximum of eight (8) characters for the password. Passwords longer than that will be truncated to 8 characters and the login of InConcert will fail.
Resolution:
=========
Shorten the password to eight characters or less in the database.
Run 'IcStart' and type "yes" to changing the configuration. Accept each item until the database password comes up and change it to the correct new value that is at most eight characters in length.
