DomainUtility is not able to discover the domain even if the database and the EMS server are running correctly.
Environment:

Cause:

This issue could be due to the fact that the queues and the topics are marked as secure destinations.
Resolution:
============
Open the queues.conf and topics.conf file under the <ems-home>/<ver>/bin folder and check if you have the “secure” word specified in the files named. If so, delete it and run the DomainUtility again to discover the domain. Otherwise, make sure that the user that is used to connect to the EMS server has the correct permissions on queues and topics.
