Resolution:
All releases of the AS/400 adapter do not support AS/400 V4R3 since IBM has announced an end of life for V4R3 on 1/31/2001. This can be seen in the following link:

The TIBCO adapter for IBM AS/400 can only support those platforms that are supported by IBM. TIBCO has since dropped support for V4R3.
