A rule with all conditions and values set correctly doesn’t fire the next rule.
Environment:

All BusinessEvents
All Operating Systems.
Cause:

Check the forwardChain parameter in the rule. It may be set to "false" which will stop the RTC, the Agenda will not be updated and this will prevent other rules from firing.
Resolution:

Set the forwardChain parameter to "true", rebuild the EAR file and redeploy/restart the application.
