During a failover event, when the server is in its recovery mode and before it becomes fully active, you will not be able to connect to the tibemsadmin tool and obtain the state of the server.  A server that is in recovery mode is able to "accept" client connection requests but these connections are not completely established until the server becomes fully active.  

An already connected tibemsadmin client will be disconnected when the server enters into recovery mode. In the tibemsadmin tool the following message will be reported:

“Disconnected from tcp://&lthost>:&ltport>”.
