Resolution:
Windows Server 2008R2 includes some netowork autotuning functionality that may slow down access to network resources.  We have sen this at customer sites in the form of 3 to 5 second pauses between collection attempts from a Driver running on Server 2008R2 with autotuninglevel=normal.  

To disable autotuninglevel, issue the following command:
"netsh int tcp set global autotuninglevel=disabled"

You will also want to use this command to prevent Windows from turing it back on automatically:
"netsh int tcp set heuristics disabled"
