EMS provides an API to specify the encoding at the message level, Tibjms.setMessageEncoding. Currently BW does not support this feature. An ER has been filed on it, BW-5356.
If the encoding needs to be set at the global level, then a Java activity can be used. A static EMS API Tibjms.setEncoding() can be called.
