Cause:

The message means that the installer was run in maintenance mode (default), which means that there were no .xml files or /assemblies directory in the location where the bin file was extracted.

Likely the files were not extracted correctly from the downloaded installation file or possibly somehow the download package has been corrupted. There could also be a permission problem if one user unpacks the file and another user does the installation.

Resolution:
=========
If you run into this issue, you have to exit first. If there are permission problem, correct permissions. If you suspected that the package is corrupted, download product agan and confirm that all expected files are unzipped correctly

Reinstall the product again.
