Cause:

Improper XSL document import.

Sample :

<xsl:import href="/usr1/app/tibco/hiws/xsl/forecast-utils.xsl"/>

Resolution:
=======
Import XSL document should be in the following format.

<xsl:import href="file:/usr1/app/tibco/hiws/xsl/forecast-utils.xsl"/>

Without “file:”, the XSL import will fail.
