Could not see complete list of users on all servers. Each server shows a different list.
Cause:

User list not synced is due to using separate local hsqldb for each server. Change DB configuration to share same external db.
Resolution:

Use an external database instead of the local default hsqldb. Change Database configuration to share the same external db across servers.
