Before EMS 5.1 OpenSSL was statically linked so the version is whatever version is listed in the documentation.
TIBCO Enterprise Message Service 5.1 operates with OpenSSL version 0.9.8j. The EMS server then was dynamically loading these libraries (as well as zlib) for easier security upgrades.
Since EMS 5.1, you need to replace libeay32.dll and ssleay32.dll files for having security update of OpenSSL
The OpenSSL version difference should not impact EMS server performance.
