TIBCO Adapter for CICS is End-of-Life and it is replaced with TIBCO ActiveMatrix BusinessWorks Plug-in for CICS. For TIBCO ActiveMatrix BusinessWorks Plug-in for CICS, there is no official statement to support z/OS V2R1.0 . That said it is basically a CICS sockets application and support is mostly a function of the CICS version more than the OS version.
There are no tools to migrate an adapter to the Plugin but the plug-in has the capability to run in adapter mode which enables similar invocations from the open systems to CICS. Included is a document that would assist you with the migration.
