Resolution:
Possible reasons for JMSXDeliveryCount being a positive number for the message.

1). Transaction rollback.
2). Session or message recovery.
3). Consumer, session or connection closed, or an abrupt exit of a client application which is then then recreated.
4). Restarting of the EMS servr. (refer to KB 39494)
