Resolution
By default, if you do not specify a port number in the Listen port, it will first try port 50000. If that port is not available it will try the next port until it either finds a free port or runs out of ports at port 65535 (i.e., the default port range is 50000-65535). If every single TCP port from 50000 to 65535 is busy it will then throw an exception stating that none of the "Listen URL" is available.
