Resolution:
The IcTSM services starts once you start the workflow and repository server from the admin GUI. Also there will be an instance of IcTSM*Server running  even after you stop  the respective BWC server from Admin. This is to permit BWC configuration independent of the server's state. It is safe to kill this process, if needed.  Ideally this process should be stopped but the workaround is to manually kill the process instance.
