Resolution
1). Update MM.cdd (BE_HOME/mm/bin) and delete property be.mm.topology.file (or set the property value to "").
Note: The TIBCO BusinessEvents Management Console will ignore and not load the template Site Topology file (site_topology_template.st). Do not update the existing file (or just rename it).
2). Copy the Site Topology Files (*.st) from your projec to BE_HOME/mm/config .
Note: The Site Name must be the same for every cluster in the site topology files. (See: TIBCO BusinessEvents Administrator Guide Chapter 3 Basic MM Configuration - Site Topology Reference -> Site Settings).
Example: TestSite:
