Cause:
The value “java.property.TIBCO_DOMAIN_HOME” is set incorrectly in the domain's home tra file (i.e <EMS_Based_Domain>\tra\domain\).
After creating an EMS-based domain, when attempting to create an installation using the bcappmanage tool with the "–createInstallation” command, the following error appears in the log.
"Error:: User <userName> does not have Admin Super User privilege to do createInstallation".
However, if the Administrator GUI is used to create the installation, the error is not seen when using the same EMS based domain and user.

Resolution
When the domain is EMS-based, the $BC_HOME/bin/bcappmanage.tra file should have the value “java.property.TIBCO_DOMAIN_HOME” set to the same value in the domain's tra domain home (i.e., <EMS_Based_Domain>\tra\domain\).
