Description:
When BC converts a French Character on the outbound, there is loss of a single byte character. Adding the "java.property.file.encoding = ISO-8859-1" does not resolve the issue.

Symptoms:
Characters like "ÁÉÍÓ " which are French characters when converted on the outbound, a single byte would be lost . You could observe this 1-byte loss by checking the next character after a French character. It would be moved by a 1 byte place.
