Resolution:
BE application throws an exception when the application code attempts to resume a previously suspended destination. This is primarily related to an EMS configuration issue. The JMS connection URL could have misconfigured and the exception is thrown when there is no possibility to create dynamic destinations. This can be resolved by correcting the server URL parameter to an EMS instance that has the static destinations created.
