In the Web Server, it is possible for end users to be able to complete authorizations and draft reviews providing they have been given access to the draft diagrams and they have the 'See Drafts' setting checked.
Releases before Nimbus 8.0, End Users (Restricted Users) are not able to access a draft diagram by default. However, it is possible providing they have the 'See Drafts' option checked in the User Accounts 'Settings' area of their User Details and they have been given access to the draft diagrams.

If you wanted to update this for all End Users, please do the following:-
1.) In the Nimbus Client, go to <Administration> then <System Options...> and select under the 'Users' section 'Default End User Settings' then tick the 'See Drafts' option under the 'Diagram' section. This will ensure that any new users have this option set.
2.) In the Nimbus Client, go to <Tools>, <Users> then <User Accounts...>. Click on <End Users> in the left pane. Select all of the End Users, and then right click one of them, go to <Change Settings Across Multiple Users…>. Now go to the 'Settings' tab and tick ‘See Drafts’ and click 'OK'. This will ensure that any existing users have this option set.
Please note by making a change to the 'Default End User Settings' will not automatically override the setting that current End Users have. For example, if ‘end.user1’ was created while this option was off, making this change would have no effect on that account. However if you turned the option on and then created ‘end.user2’, this option would be ticked.
From Nimbus 8.0, End Users will require a Change module license to view Drafts and Scenarios.
From Nimbus 8.1, by default End Users can view Drafts with the 'See Drafts' option ticked in 'Default End User Settings' and under the 'Settings' tab of their user details. Please note a Nimbus administrator will need to add the draft maps as favourites using the 'Design Home Page for User Groups' mode to make it easily accessible for the End Users.
