Resolution:
If Tomcat is run in Windows as a service and if the settings are updated in the catalina.bat file, then it will have no effect.
To update Tomcat settings (set CATALINA_OPTS= «-Xmx1024m»), you must use the Tomcat7w (GUI) application to configure Tomcat services. (See http://tomcat.apache.org/tomcat-7.0-doc/windows-service-howto.html#Tomcat7w_monitor_application).
