Resolution:
The TargetOperationGroup.cfg does not mention/show the actual Target Operations, as configured / shown in the ConfigUI.
This file only captures the following information: TargetOperationGroupId|TargetOperationGroupName|Description|Type
ConfigUI should be used to view/modify the actual members and other details about the Target Operation group. The attached screenshot: (Filename: APIX_TargetOpGroup_LB_RRF.png) has a sample config for reference and the attached file (Filename: TargetOperationGroup_sample.cfg) is from the corresponding configuration folder.
