Resolution:

The .sef format is an industry standard format for exchanging guidelines. Tools following the .sef format should be able to import .sef created by other tools and modify them to their proprietary formats for use. The std format is specific to EDISIM.

You can exchange .std files with other TIBCO Foresight tools. An unencrypted std file copied from /Instream/Database can be dropped into EDISIM\UserFiles\Public Guidelines and EDISIM can open it. The .std files can be exchanged between EDISIM installations and backed up in that format. It isn't necessary to export/import each time. You can just copy them from one \Public Guidelines folder to another.

If you want to open a .sef file in the Translator when it is dropped into the Translator/version/database folder, you need to rename the .sef file to .std extension.
