Resolution:
TIBCO BW offers the functionality to receive notifications using the Receive Partner Notification. TIBCO BW does not offer functionality to implement the 'sending' part of the notification service i.e., BW does not support out only Message Exchange Pattern(MEP). If using JMS as the transport then you can send the notification using JMS Queue Sender. Refer the attached project (Filename: ReceivePartnerLinkConfiguration.zip) for an example.
