TIBCO Runtime Agent 5.9.0 and higher versions no longer bundles TIBCO Enterprise Message Service Client Libraries.
The following FAQ will help address a few questions :
Question 1: How do we install an EMS Client on Admin and Client Machine (BW,BC,Adapter) .
Question 2: We have multiple Client Machines in Domain which needs the EMS Client library. Installing an EMS Client on each machine is time consuming.
Example. On Machine A you install the EMS client on <TIBCO_HOME>/EMS/7.0 than you can copy EMS/7.0 directory to Machine B ...[n]. For products that have a dependency on the EMS client libraries, add the libraries by running the traUpgradeManager utility with the –ems option.

Question 3: Can we copy the EMS Client library directly to <TIBCO_HOME>/tra/5.9/lib .
Answer: Customers can copy TIBCO libraries and binaries to other machines in their environment without the use of the TIBCO Installer, subject to any provisions in your License Agreement with TIBCO.
Answer: We have confirmation from the EMS product management, even while using EMS in client only mode the customer would require a license. We advise customers to follow their existing TIBCO contract for the EMS license entitlement and if they have any questions, to contact their TIBCO account executive.
