Resolution:
Use Apache Commons as an HTTP Client Library for using the HTTP and SOAP use cases.
Apache Commons cannot be used by the Invoke REST API, however a standard Send HTTP Request activity that invokes a REST service can use Apache Commons.
HTTP component should be used by REST and JSON palette activities and can be used by standard HTTP activities.
HTTP Component is a newer library that uses new technologies, but Commons has similar performance and can be used in production.
