Resolution:
EMS system queues are not intended to be used by non-admin connections. Prior to EMS 6.0, we did not enforce $sys.undelivered. This is the reason a messages can be sent to $sys.undelivered queue. After EMS 6.0, we began to enforce $sys.undelivered used only by Admin connections. You may receive the following error message if you try to commit the session: "Not allowed to send to system queue".
