Resolution:
The FOM2.1.0 Installation Guide states that TIBCO Runtime Agent (TRA) 5.7.4 is required if Offer Configuration and Validation (OCV) is used. This this means that if the OCV is not in use then there will be no problem if upgrading to a newer version of TRA. FOM2.1.0 OCV is the only BE based component which requires TRA/Administrator based deployment. All other core components are Java based and are deployed in Apache Tomcat.
