The following describes the issue and workaround for setting up TIBCO ActiveMatrix Policy Director Plugin for TIBCO Administrator, on a machine which has only TIBCO Administrator installed but not TIBCO BusinessWorks.
Symptoms:
When installing Policy Director with only Administrator Plugin option selected into a TIBCO_HOME with only TIBCO Administrator, the Installer fails with the following error: "BUILD FAILED java.io.FileNotFoundException: /opt/tibco/tct/1.4/scripts/tct-invoke.xml (No such file or directory)".
Cause:
The post installation tasks do not finish as TCT is not installed when only the plugin option is selected during installation.

The sample output indicating successful operation: The Governance Plugin is added to TIBCO Administrator.

1). Verify the following files are present.
TRA_HOME/bin/PDBWPlugin.tra
2). Copy the jmsconfig.properties file from a BW machine where Policy Director has already been installed (from <TIBCO_HOME>/bw/plugins/governanceagent/config folder) to the TIBCO Administrator machine into the folder: TRA_HOME/bin/ .
3). Go to the TRA_HOME/bin/ directory and run the following command after starting TIBCO Administrator.
The sample output indicating successful operation: The Governance Plugin is added to TIBCO Administrator.
