If one needs to install the fail-over broker, will it automatically use the same license as the primary? If not, how can one extract the existing licensing file from the primary broker and apply it to the fail-over?

Resolution
As long as you have a correct license file on the primary manager, the failover will take the license file from the primary. It is not required to upload it on the failover. In general, you could download the license file from https://edelivery.tibco.com for any product version.
