Resolution:
When enforcing LDAP authentication policy, Proxy Agent supports preemptive authentication only. However, a Proxy Agent can be configured to authenticate non-preemptively with container-based authentication. This authentication method is discussed in the TIBCO ActiveMatrix Policy Agent User's Guide > Chapter 4 Tasks > Container-Based Authentication and Authorization. Note that in this case, authentication is file-based.
