Resolution:
The TIBCO Runtime Agent Installer provides an option to install Oracle Elliptic Curve Cryptography (ECC)- LGPL assemblies. If installed, the SunEC library will be installed in a different location depending on the OS.
For 64 bit Installation :
For Windows: sunec.dll is installed under <TIBCO_HOME>\tibcojre64\<JRE VERSION>\bin\
For Linux: libsunec.so is installed under <TIBCO_HOME>\tibcojre64\<JRE VERSION>\lib\amd64\
