ConditionalAffinity: Affinity Action is deterministic as described in the documentation. Using affinityActionGroup "true" and the same affinityActionValue (no plan item action) then here is when the rules will apply first PROVIDE, then CEASE and then UPDATE. Refer to the tib_af_user_guide.pdf documentation.

For other affinities:
Affinity action will be random. With the same order and catalog we can have different affinity actions.

Affinity action is picked up after sorting alphabetically, so it will be consistent for the given use case and order. For example, using Crosslink affinity with PROVIDE and CEASE, the affinity action will always be CEASE.
