No, you cannot start/stop applications using AppManage with Hawk down. AppManage is the utility that can start/ stop a specific application or all applications from an administration domain. AppManage depends on TIBCO transport (TIBCO Enterprise Message Service/ TIBCO  Rendezvous), Hawk Agent and Hawk microagents to determine the states of applications, running or stopped. Aside from TIBCO components, AppManage also depends on other resource factors such as the application size, system resources, heap size setting, database, etc.
