Resolution:

There are two options to check.


1). In Launch Configurations, change the port number from 9090 to any random number and start the process.


2). Check the file com.tibco.bx.debug.core_<version> at <BWHome>\bw\6.3\system\shared  and see if that file has full permissions. If not, provide full permissions to the file and start the process.
