Description: Scheduled Reports can not be generated. The Batch Server Service hangs if a scheduled report is requested to be run against a map that the user did not have access to. Cause: Caused by a bug.

Resolution
This issue has been addressed in V 9.5.2 Hotfix 2 (9.5.2.51). Upgrade to this version or greater.
