Description
Resolution: The Volume Shadow service may show "stopped" within the Services console. This is expected. Just ensure that it is set to "automatic", and not to "manual" or "disabled". The VSS service does not need to be in a started state constantly. It is started at the point of being called by the Backup utility. Windows starts and stops the Volume Shadow Service as required (it stops after a period of being idle). If it was not working, the CtrlBackupUtil would fail as it is totally dependent on VSS and uses the shadow it creates as the source of the copy.
