User: An End User, including those with Action or a Change modules, has no access to Activity Resources.
Author: An Author can create Activity Resources and add / remove them to / from a diagram.
Administrator: An Administrator can create Activity Resources and add / remove them to / from a diagram but only an Administrator can delete them.
