BE "Import deployment" in TEA fails with the error, "Failed to Import the FD?????????????????????? application " when the deployment name includes multi-byte characters.
Symptoms:
If the deployment is a multi-byte character where we try to add a Deployment Name with multilingual data, e.g.., "FD????Ää??????ß?????", the Import Deployment in TEA fails with following error, "Failed to Import the FD?????????????????????? application."
Cause:
Encoding is not set in TEA to support multi-byte character on the client side.

java.property.file.encoding=UTF-8 needs to be included in tea.tra to support the use of multi-byte characters on client side.
