Subscription emails are not being sent when the System option "Increment when draft is unlocked for editing (recommended)" is enabled.
Symptoms:
When you have the Document control system Option of ‘Increment when draft is unlocked for editing (recommended)" enabled - Subscription notifications are not sent
Cause:
This has been confirmed as a software bug.

Resolution
As a work around, set the option to anything other than "Increment when draft is unlocked for editing (recommended)". This bug will be reviewed in a future release of the software.
