You can download this Hot Fix from the TIBCO Product Support FTP server using your eSupport username and password, at

Once you have successfully logged into the server, you will find the hotfix packages under

           available_downloads/ActiveExchange/SOAP/5.0.1/hotfix-03/

For the outbound request using HTTP and HTTP/S transports, the internet
header for the basic user/password authentication was not generated.
This resulted in an authorization failure on the server side of the
trading partner system.
