Improve speed of WIS loading work queues by not using Bind
Parameters in Oracle.

If a work item is locked and the pack data is changed (through an
event for example) and an attempt is made to forward the item then
iProcess Objects and/or the iProcess Client (Windows) will crash.
MR 32549
WISMBD makes calls to the WQS when a new queue is added on a large
system.
Corrected. The WISMBD no longer gets a list of queues from WQS.
MR 32760 (Parent MR 32419)
SAL function sal_queues_refresh() is slow when user has access to
many queues.
Corrected. This has been optimized for LQ messages.

iProcess Objects Server should not call
salq_list_refresh_itemstatus () when QQW is being called to get
Queue Deltas.
